The decision to gamble in the United States has always been determined on a state level rather than a national one. For example, while gambling is illegal in states like Georgia and Utah, other states fully support it. Las Vegas, Nevada is the perfect example of how statewide gambling can be done correctly and properly. Morals and religion often have a high impact on whether or not gambling is legal in any particular area of the country. Europeans also prefer to make decisions regarding the legality of various forms of gambling, but tend to make national regulations in addition to provincial ones. Norway for instance only allows sports betting carefully regulated by the government; all other casino games are illegal.
One of the biggest problems currently being faced in the United States is whether or not online gambling should be made legal. Currently, it is not allowed in any of the 50 states per federal law, but legislations is currently in place to try and change this. Despite these laws millions of Americans find an online casino where they can play illegally. Billions of dollars are sent overseas in profits during these games, and the United States have clearly lost out on what could be a very profitable market. Black market games like these are not limited to the US. There are dozens of countries overseas that have also been found to participate in online gambling when prohibited in their countries. Most countries tend to shy away from legalizing online gambling due to regulation issues, particularly when done on a scale other than nationally. Countries believe that the only way to truly regulate them the way they need to be done is by setting restrictions for the entire country but not everyone supports the monopoly that this would create.
The European Parliament is currently in the works of developing a new set of regulations that would allow each territory to control their own gambling laws. This new plan acknowledges that gambling, both online and inland casinos, is a special economic case and does not fall into free trade treaties, as originally thought. The Committee on Internal Market and Consumer Protection has put into place a declaration stating that Parliament does not have the right to regulate online gambling. As this is going on, the United States is still trying to get the right to allow online gambling on a statewide level. Nevada has recently approved online gambling, and other states are sure to soon follow. Online gambling will never be able to be regulated nationally in the US as there are too many differences in moral values and religious beliefs to try and do this. The state governments may end up needing to seek help from Congress in an effort to provide some sort of basic regulations that can be easily monitored.
